白鹤滩水电站零星工程安全监理探究与实践

Research and practice on odd project safety supervision of Baihetan Hydropower Station

白鹤滩水电站零星工程集中在左岸,涉及边坡垮塌治理、路面沉降修复、排水渠修复、钢结构安装、场内桥梁维护及防洪度汛等项目。通过对零星工程监理取费少、项目零散、监理服务期短、涉及专业人员多、监理人员调配频繁等特点的分析,以及考虑到施工单位协作队伍体制机制参差不齐,作业人员文化程度低及流动性大,体系运行和制度执行不到位,安全意识差及管理薄弱,教育培训不到位等不利因素,提出零星工程项目在施工过程安全监理的难点及风险,论述了相应的监理管控措施实践方法。

The odd project of Baihetan Hydropower Station was concentrated on the left bank,involving the project of slope collapse control,road settlement repair,drainage canal repair,steel structure installation,bridge maintenance and flood control,etc.Through the analysis of the characteristics of small cost of supervision,sporadic project,short supervision service period,involving more professionals and frequent deployment of supervision staff.This article took into consideration the different institutional mechanisms of the contracting teams in the construction unit,the low educational level and large mobility of the operators,the inadequate implementation of the system operation and regulation,the weak safety awareness and management,the inadequate education and training and other disadvantage factors,proposed the difficulties and risks of the safety supervision of the odd project in the construction process,and discussed the practical methods of the corresponding supervision and control measures.
