水电站应急预案制定及关键要素分析

为了研究水电站应急预案的制定及分析关键要素,介绍了水电站事故发生时的主要特点,基于水电站安全应急管理的重点和关键,对水电站应急预案的主要内容进行了完善,建立了水电站事故应急预案制定模式。同时,对水电站应急预案制定过程中的关键要素进行分析,阐明各要素在整个制定过程中所起的作用,为水电站应急事件发生时简化应急过程、提高应急预案的实际可操作性提供参考。

Firstly,the main features and huge disasters caused by the accident of the hydropower station were introduced in further to present the significance of the emergency plan formulation.Secondly,based on the key points of the emergency management of hydropower station,it had been scientifically perfected that the main contents contained in the emergency plan formulation,and obtained a complete formulation mode of emergency plan for hydropower station accidents.In the end,this paper analyzed the key elements in the formulation of emergency plans for hydropower stations,and clarified the role of each elements in the entire formulation process,moreover,references for simplifying the emergency process and improving the practical operability of emergency plan were provided in the event of emergency.
