大型水电工程安全文化建设的问题与对策

Problems and countermeasures of the construction of safety culture for large hydropower projects

为解决大型水电工程中工程规模大、参建单位多、施工周期长、施工人员众多、地质条件复杂等问题,结合三峡工程、溪洛渡工程和向家坝工程建设管理经验,分析了安全文化建设过程中存在的问题,总结安全文化建设的做法和经验,提出了安全文化建设对策,以期为减少和降低企业生产安全事故、促进企业安全和谐发展提供思考。

The large hydropower project not only meet the people's demand for energy,but also embodies the characteristics which different from common engineering projects,such as large scale of the project,many construction units,long construction period,legion of the workers and complicated geological conditions.In order to study the problems of the construction of safety culture under these circumstances,this paper combined with the management experience of the Three Gorges project,Xiluodu project and the construction of the Xiangjiaba project,and analyzed the problems existing in the process of safety culture construction,and put forward some countermeasures for building safety culture,which made contributions to reduction of production safety accidents and promotion of safe and harmonious development of enterprises.
