摘要
在中国社会保险制度一体化的改革过程中,博士后群体却因制度的调整和衔接存在保险缺失的问题。本文利用中国社会科学院人口与劳动经济研究所"博士后社会保险研究"课题组2013年对8省市700余名在站博士后的抽样调查数据,分析了中国博士后参加社会保险的现状和存在的问题。通过政策模拟,讨论了博士后社会保险的制度选择。根据中国社保缴费基数和原则,具体测算了博士后社会保险的资金需求,并就资金分担机制等提出了相关政策建议。
Post-doctors are an important part of high-level talents in China,but they are not well covered by social insurance system.Using the survey data of more than 700 post-doctors from eight provinces in China,this paper describes the situation and problems of the social insurance of postdoctors and discusses the appropriate social insurance system for post-doctors.This paper also calculates the finance demand of the social insurance arrangement of China's post-doctors,and puts forward relevant policy suggestions on the funding mechanism.
