International Definition and Statistical Methods on Employment Unemployment and Underemployment

国际劳工组织于2013年10月召开了第十九届国际劳动统计大会,并通过了《关于工作、就业和不充分就业统计的决议》,对劳动统计所涉及的有关工作、就业、失业和不充分就业等概念和统计措施进行了重新界定和规范。这不仅对包括我国在内的各成员国提升劳动统计工作的质量和水平,具有重要的指导意义,而且对劳动就业理论的研究、劳动就业体制机制的完善,以及劳动就业政策的制定,都有着十分重要的积极意义和参考价值。

The International Labor Organization held the 19 th International Conference of labor statisticians in October, 2013, and adopted the 'Resolution Concerning Statistics of Work, Employment and Labor Underutilization', in which the definition and specification concerning the labor statistics, such as work, employment, unemployment and underemployment are re-defined and explained. This Resolution has not only an important guiding significance to raise our country's labor statistics work quality and level, but also an active and important reference value for our labor and employment theory research, labor and employment system and mechanism reform and improvement, and labor and employment policies making.
