摘要
《社会信用体系建设规划纲要(2014-2020年)》的发布,对我国社会信用体系做出了整体部署,也对劳动用工领域信用建设提出了更高的要求。目前,我国实行的企业劳动保障诚信管理工作存在各地发展不平衡、层级较低、制度定位不清且缺乏统筹协调以及部分地区实施效果不理想等问题。在社会信用体系建设的大背景下,劳动用工领域信用建设应当建立起各主体定位清晰、各制度功能明确且相互衔接配合顺畅的有机系统,并在此前提下,对该有机系统中的各项制度予以发展完善。
Social Credit System Plan(2014-2020) has put forward the overall deployment of our nation's social credit system. And at the same time this Plan also requests the further deployment of the credit system in the area of employment. The current credit system in this area has a series of problems, such as the unbalance implementation in deferent districts, the lack of clear position and proper coordination. In some district, this task has been at a standstill and has little effect. Based on the Social Credit System Plan(2014-2020), the credit system in the area of employment should be a smoothly functioning system in which every character has a clear positon and every institution has a defi nite object. On this basis, every institution in this system should be further improved.
