基于实证角度的工资集体协商发展研究

经过10多年的发展,我国工资集体协商制度的建制率、覆盖面大幅提高,初步形成了区域、产业和企业多元化工资集体协商格局,在提高劳动者工资、缓和劳资矛盾方面发挥了一定作用。但是我们看到,集体协商模式的选择不清、政府角色定位不准、工会独立性和代表性的缺失,制约了我国工资集体协商制度的发展。为此,应分别确立政府主导的发展模式,充分发挥政府在工资集体协商过程中制定规则、协调劳资纠纷与监督等职能,改革基层工会的资金来源与组织结构,以此推动我国工资集体协商制度的实质性发展。

After more than ten years of development, our country collective negotiation system on salary has greatly increased coverage and initially formed the regional,industry and enterprise diversifi ed pattern. and has played a role in improving worker pay and in alleviating the labor contradiction. The choice of the collective bargaining mode, inaccurate positioning of the government's role, the lack of independence and union representative restrict the developing of collective negotiation system. Therefore we shall respectively establish the government-led model of development, give full play to the government rules in the process of salary collective to talk things over, coordinate labor disputes and supervision functions, reform the basic-level trade union funds and organizational structure.
