融合与可持续:社会养老服务的支持体系

本文基于城镇化尚未完成但老龄社会已经初步形成、各项社会事业尤其是养老事业仍处于全面深化改革的时代背景,通过文献回顾、政策述评与理论借鉴,尝试探讨与目前社会养老服务体系建设相配套的支持体系的内部要素与可持续运行能力建设问题。笔者首先通过对其内部解构识别出支持体系的国家、市场与社会三大要素以及各自涵盖的共计28项要素因子,在此基础上,提出赋予支持体系刺激——反馈、针对性归类组合、支持要素节约以及动态融合四位一体的可持续运行能力,以达到规范支持体系最基本的运行方式、确保支持的有效性、维护支持体系运行效率以及其动态革新的目的。
