新型城镇化背景下农业人口市民化障碍及对策研究——以徐州市为例

Research on the Obstacles and Countermeasures for Citizenization of Agricultural Population under the Background of New-type Urbanization——A Case Study of Xuzhou City

徐州市作为江苏省农业大市和农业户籍人口最多的地区,在建设新型城镇化过程中推进农业人口市民化方面面临不少问题和障碍。本文通过相关数据调研和指标分析,提出实现徐州地区农业转移人口市民化,必须通过破除城乡分割制度的改革创新,夯实人口承载机体,以人为本地推进农业人口市民化,逐步实现他们与城镇居民地位平等和权利一致。

As a big agricultural area of Jiangsu Province and with the biggest rural population,Xuzhou is confronting a lot of problems and obstacles in promoting the citizenization process.Based on data investigation and index analysis,this paper proposes that in order to achieve the transfer of agricultural population to urban population Xuzhou has to make some innovations to break the segmented rural and urban system,strengthen the city's capacity for urban population,promote human-centered citizenization,and gradually achieve the equal status and rights of the whole population.
