农村养老保险实施的关键:村协管员角色定位和能力提升

The Key of Implementation of Rural Endowment Insurance:the Village Coordinators' Role and Capability Improvement

我国新农保制度于2009年开始实行试点,提前8年实现全覆盖,农村养老保险(以下简称"农保")经办服务、管理能力受到极大考验。国务院2014年发布《关于建立统一的城乡居民基本养老保险制度的意见》,决定在全国范围内建立统一的城乡居民基本养老保险制度,这是农保改革和发展的重要机遇,而制度并轨也对农保经办能力提出更高挑战。如何完善农保制度"最后一公里",使农保制度带给农民更多切实好处,文章提出重视协管员角色并提升其功能是关键,重视发挥协管员的作用,夯实农保经办机构基层建设,让农保制度最大程度地惠民利民。

The New Rural Society Endowment Insurance piloted in China in 2009 and the system has covered all the farmers ahead of schedual for eight years,which has posed a great challenge on both the service provision and management of the agencies.Early this year,the State Council released a document on establishing the universal urban and rural residents basic pension insurance system and decided to implement the unitarity nationwide.This is a great opportunity for the reform and development of the New Rural Society Endowment Insurance,but the unitarity will also pose a greater challenge for the agency.On how to fi nish the Last Mile of the Rural Society Endowment Insurance having the farmers gain real benefi ts,this paper proposes that the key is to pay attention to the coordinators and promote their function.We should attach more importance to those coordinators and the construction of basic level agencies,making farmers benefi t most from the Rural Society Endowment Insurance.
