摘要
提高劳动者报酬在国民收入初次分配的比重,是十七大以来党和政府关注的焦点,也是理论界研究的热点。如何提高劳动者报酬在国民收入初次分配的比重,许多学者从不同视角提出了对策,但缺乏时效性。对此,提出一个新的分析框架,即提高劳动者报酬在国民收入初次分配的比重取决于政府的意愿和能力,进一步扩展到政府、企业和劳动者组织之间的博奕层面。据此验证改革开放以来劳动者报酬在国民收入分配的比重的演进和下降的原因,提出提高我国劳动者报酬在国民收入初次分配中的比重的对策建议。
Increasing the reward for workers in the primary distributiom of national income is not only the focus of our government's policy,but also a hot topic of theory f ield.How to increase the proportion of the reward for workers in the primary distribution of national income? Many experts give different perspectives.but they lack of time effectiveness.Based on this,a new analytical framework is proposed. It means improvement of reward for workers depend on government wishes and ability.It can be expanded into the game among government,industry, laborer's organization. According to this,it can prove the process, ups and downs of reward for workers in the national income distribution,put forward some response strategies on how to improve the proportion of reward for workers in the primary distribution of national income.
