Measurement and Comparative Analysis of the Strictness of Employment Protection System

就业保护制度是政府有效管理劳动力市场变化的关键手段之一,如何测量和评价这种影响是首要解决的核心问题。本文基于经典的就业保护制度严格性测量指标,开发了适合四川数据和特点的就业保护制度严格性测量指标,采用四川的宏观就业数据,从社会保险覆盖率、工会参与率和劳动争议处理率三个测量指标衡量了四川就业保护制度严格性水平,并提出了改进和提升四川就业保护制度严格性的对策建议。

The employment protection system is one of the key measures for the government to effectively manage the change of labor market. How to measure and evaluate the influence is the most important problem for the government. Based on the classic measurement index of the employment protection strictness, this paper develops the employment protection index of Sichuan Province. Based on the macro employment data of Sichuan province, this paper measures strictness level of the employment protection system in sichuan Province with the following indexes: social insurance coverage, union participation rate and processing rate of the labor dispute treatment, and puts forward suggestions to improve and enhance the employment protection system.
