扩大失业保险基金支出范围问题研究

The Research on Expanding the Scope of Unemployment Insurance

本文对我国扩大失业保险基金支出范围的试点扩支政策、稳岗补贴政策进行了梳理,总结两项政策的实施情况与实施效果、执行过程中存在的主要问题。同时,总结了典型国家失业保险制度防失业、促就业的做法,提出了可供我国借鉴的经验。论文最后提出我国失业保险基金扩大支出范围的整体思路,并提出了具体建议。

This paper combs the development process of two policies on expanding the scope of unemployment insurance in China, summarizes the effect and problems when they are implemented. Meanwhile, referenced enlightenment is given on the basis of summarizing typical countries' practice. Overall thoughts and specifi c suggestions are put forward fi nally ant reference for increasing the rate of social insurance participation for construction migrant Workers In Beijing.
