“一带一路”倡议是否增进了沿线国家基础设施绩效?

Has B&R Initiative Improved Infrastructure Performance in B&R Countries?

当前,中国勾勒的"一带一路"倡议,正从互联互通的基础设施建设起步。利用2002—2016年间的全球样本数据,对"一带一路"倡议能否增进沿线国家基础设施绩效进行了考察。研究发现:"一带一路"倡议显著增进了沿线国家的基础设施绩效,且对沿线国家基础设施绩效的正向影响正逐年扩大。本文使用不同模型和实证方法,均得到了稳健的结论。研究还发现,"一带一路"倡议对沿线国家基础设施绩效的影响具有异质性。进一步的机制探索表明,在外商直接投资、国际信贷占比较高的国家,"一带一路"倡议对基础设施绩效的增进作用更为显著;在专利申请和接收知识产权费用占比较低的国家,"一带一路"倡议对基础设施绩效的增进作用更为显著。这佐证了缓解资金约束和提供技术支持可能是"一带一路"倡议提升沿线国家基础设施绩效的重要机制。

Currently, China’s B&R initiative has implemented the construction of interconnection and intercommunication infrastructure. With the global sample data from 2002 to 2006, this paper examines whether the initiative can improve the infrastructure performance in B&R countries. By using various models and empirical methods, a stable conclusion is drawn that the initiative has significantly improved the performance and has an increasing positive effect on it year by year. The study also finds the impact is characterized by heterogeneity. Further probes into the mechanism indicate the initiative has a more notable impact on the performance of the countries with more direct foreign investments and higher proportion of international credit,or lower costs of patent application and intellectual property acceptance. All this proves that relieving financial constraints and providing technical support may be the important mechanisms of the initiative to improve the infrastructure performance of the B&R countries.
