The spread of English has gone through different stages,from the Czar time to the contemporary time. The general trend is that English is valued by Russian elites and English vocabulary has been integrating into Russian all the time.The history of Russia becoming a power is just a history of Russia learning from the west .English learn-ing goes with the history of Russia development.That historic condition contributes to the Russian psychology of learning.Russian elites take pride in their own language and culture and at the same time acquire English and other western languages and cultures seriously, which is enlightening to the language planning and education in China.
