城乡包容性发展测量评价指标体系的构建

On the Construction of the Measurement and Evaluation Index System of the Urban-rural Inclusive Development

在包容性增长范式下,通过多次问卷调查、意见征询和实地考察,最后选取32个影响因素来构建城乡包容度评价指标体系,运用层次分析法分析各指标权重,其中城乡人均生产总值比指标、城市对资本和生产要素的吸引力指标、第三产业比重指标、非农业就业人口比重指标、城市人口比重指标、三次产业结构指标权重都较大,即在城市对农村包容度中需给予重视,并于文末提出相应对策。

Under the inclusive growth mode, this study takes surveys by means of questionnaire, consultation paper, and field observation and selects 32 relevant factors as component indicators used to construct the measure-ment and evaluation index system of the urban-rural inclusive development.Through APH analysis, it then deter-mines the weights of these indicators and points out that among them the six ones are major indicators which account for the larger proportion.These indicators which should be paid more attention to in the system include the urban-rural per capita gross product, the city attractiveness to the capital and production elements, and the proportion of the third industry, the proportion of the non-agricultural employment population, the proportion of the city popula-tion, and the three industry structure.The study finally puts forward some suggestions for the construction of the system.
