摘要
晚清时期的海关引进了西方各种管理规章制度,进而获得高效、廉洁等好评。但它毕竟是西方列强侵略下的产物,以人事管理制度为例,华洋分班的举措使得海关内部华员与洋员享受差别待遇。华人在中国政府内部却被洋人压制,这无疑彰显了晚清时期海关的两面性,即先进性与侵略性。
Chinese Maritime Customs in late Qing Dynasty get credit for introduction of western management rules and regulations. However,The Customs is a result of the invasions of Western powers. Taking personnel management system as an example,the measure setting the foreign staff and Chinese staff parted made them have differential treatment. The fact that the Chinese staff was suppressed by foreign staff in Chinese Maritime Customs reveals its dual character,that is,the advancement and aggressiveness.
