A Study on Education and Development of Human Capital

在形成人力资本的教育中,传统的学校教育和现代继续教育发挥着不同的作用。当前在实现人力资本快速有效增值中需要着重解决4个主要问题,即抓好基础教育,发展高等教育,实现人力资本的有效积累;建立适应市场经济需要的教育体制,改善人力资本投资的体制环境;解决教育的公平性问题,促进人力资本的协调均衡发展;切实提高教师的待遇水平,确保人力资本的培养质量。

The traditional school education and modern continuing education both play their roles in the education of development of human capital. Nowadays four problems must be emphatically solved to ensure a rapid and effective value accumulation of human capital: to manage well elementary education and develop high education in order to effectively accumulate human capital; to establish an educational system for the needs of market economy to improve the structural environment for human capital investment; to solve the problem of fair education to promote a smooth and balanced development of human capital; to practically enhance pay levels of teachers to guarantee development quality of human capital. 
