摘要 高校图书馆要在高校教育改革中充分发挥好其职能作用,必须进行人事制度改革。其目标和原则一是高校领导班子建设要坚持德才兼备原则;二是要构建高校图书馆人才激励机制;三是通过树立新观念,建立新体制,实现人事管理的现代化。具体可采用建立岗位考核制;构建图书馆专业人员的聘任制;实行双向选择的用工制度等措施。 The reform of personnel administration of university libraries is essential and necessary on the condition that university libraries play an important role in the reform of high education. The purposes and principles of this reform are presented as follows: (1) the setup of the leadership of university libraries follows the principle of combination of profession and integrity; (2) the mechanism of university talents encouragement must be established; (3) the modernization of personnel administration must be achieved by means of establishing new concepts and new systems. The concrete measures that must be adopted include the evaluation and assessment of professional positions, the establishment of appointment mechanism of university professionals and the adoption of mutualchoice employment.
