信贷资金对海洋经济发展的贡献及效率分析——基于沿海11省面板数据模型和DEA模型的实证研究

Study on the Contribution and Efficiency of Credit Fund to Marine Economic Development:Analysis of Panel Data and DEA Model Based on Production Function

海洋经济发展已成为推动国民经济发展的新增长点,发展海洋经济必须要有大量的资本、劳动等要素投入。本文依据投入产出理论对我国海洋信贷、非信贷资金投入规模进行估算,采用生产函数面板数据模型和DEA模型对全国及沿海11个省市信贷资金对海洋经济增长的贡献率及效率进行实证分析,结果表明:全国信贷资金对海洋经济增长贡献率在缓慢下降,使用效率在大幅提高;海洋经济增长的主要动力源自于技术进步;信贷资金对区域海洋经济增长年均贡献率大于13%的有浙江省、福建省、辽宁省、广西和海南省,年均贡献率为12%～13%的有江苏省、山东省和广东省,年均贡献率小于12%的有河北省、天津市和上海市。信贷资金使用效率为高有效增长型的有天津市、辽宁省、上海市、江苏省、浙江省和山东省,低有效增长型有河北省、福建省和广东省,低无效增长型有广西和海南省。最后,就我国如何加大金融信贷资金对海洋经济支持力度,提高信贷资金的海洋经济增长贡献率和使用效率提出对策建议。

Marine economy has become a new growth to promote the national economy.This paper focuses on the contribution and the effect of marine credit fund on marine economy.Based on the production function using panel data model and DEA model,and after collecting data of 11 coastal provinces,we found that the contribution rate of the national credit funds to the growth of the marine economy is slowly declining but the efficiency is greatly increased;that the growth of the marine economy is mainly driven by technological progress;that the contribution of credit fund to the regional marine economy can be divided into three levels,the first level including Zhejiang,Fujian,Liaoning,Guangxi and Hainan with the contribution of credit fund to marine economy higher than 13%,the second level including Jiangsu,Shandong and Guangdong,with the contribution between 12%to 13%,and the third level including Hebei,Tianjin and Shanghai with the contribution less than 12%;and that the efficiency of credit fund to marine economy can be divided into three types,with high effective growth including Tianjin,Shanghai,Jiangsu,Zhejiang and Shandong,low effective growth including Hebei,Liaoning,Fujian and Guangdong,and low inefficient growth Guangxi and Hainan.On this basis,the paper puts forward some countermeasures and suggestions for speeding up the reform of financial system,innovating marine financial products and accelerating the growth of national and regional marine economy.
