Revocation of the sub-district office embodies the innovation of urban grass -roots social management system in terms of government policy reform.Study shows that whether the revocation policy will be adopted by the other local government not only relies on various internal factors, such as problematic cognitions, political factors, policy preferences and technology conditions, but also depends on external factors, such as the national power.Communication between governments has laid a foundation for projects innovation and spreading of policy information.The national-level intervention and positive evaluation not only have strengthened the competitive behaviors between local governments, but also affected the possibility that whether the innovation policy be adopted.
