积极老龄化视角下的农村老年人防灾减灾能力建设探析

Capacity Building on Disaster Prevention and Reduction of the Rural Elderly from the Perspective of Active Aging

自然灾害会对老年人的生理、心理、物质财产和社会生活诸方面造成多重的伤害,老年人自身的防灾减灾能力亟需增强;另一方面,老年人在灾害应对中可以发挥一定的积极作用。本文以"积极老龄化"为理论视角,结合国内外在农村老年人防灾减灾能力建设方面的发展趋势与经验,认为开展农村老人防灾减灾能力建设,是老龄社会进程中的客观需要,有利于实现"老有所为"的目标,有利于突破城镇化进程中农村防灾减灾工作的人才困境,有利于减轻自然灾害造成的损失,有利于社会主义新农村建设以及"三农"问题的解决。文章从老年人防灾减灾人力资源开发的角度提出了对策建议。

Natural disasters can cause great damage to the physiology, psychology, properties and social life of the elderly, thus the capability on disaster prevention and reduction of the elderly is in urgent need to get strengthened. In the meanwhile, the elderly can play an active role in dealing with the disaster. From the perspective of active aging, this paper ifrstly summarizes the development trend and experience of capacity building on disaster prevention and reduction of the rural elderly at home and abroad. Through comprehensive analysis, this paper then points out that, to carry out the capacity building on disaster prevention and reduction of the rural elderly is the objective requirement of the process of aging society;it helps to the realization of the objective of providing the elderly with a feeling of health and worthiness, to alleviate the loss caused by natural disasters, to the construction of new socialist countryside and the settlement of the three dimensional rural issues. Finally, this paper puts forward countermeasures and suggestions from the perspective of human resources development on disaster prevention and reduction of the elderly.
