老龄社会条件下基层老年群众组织社会治理功能探析

当前,随着我国经济社会结构和人口年龄结构的调整、利益主体的多元化和利益关系的复杂化,非政府组织作为应对政府失灵和市场失灵的有效补充,在社会治理中的地位日益凸显。基层老年协会等老年群众组织是在我国老龄社会条件下萌生、发展起来的非政府组织。它在维护社会稳定、完善社会治理结构、培育社会良性行为等方面具有独特的功能和优势。积极引导、鼓励和扶持基层老年群众组织的发展壮大,实现与政府组织的协同治理、良性互动,将是推动社会和谐进步的重要举措之一。

Non-government organizations (NGOs) in China, emerging in the historical process of its social-eco adjustment and demographic transfer and further deepening of pluralization and complication of interest as an efifcient supplement to its“governmental and market dysfunctions”, has become increasingly striking in its social governance. Elderly People’s Associations, China’s mass organizations of elderly people, springing f rom its rapidly aging society, play a unique role in maintaining social stability, improving social administration, and fostering social merits. And how to guide, encourage and support their development, and realize its co-work and decent interaction with government agencies would be an important component of the strive for social harmony and progress.
