摘要
20世纪90年代以来,随着人口老龄化、少子化、经济长期低迷、老年社会保障支出快速增长,以及老年人长期护理需求日益攀升,日本的老年社会保障制度面临着越来越大的压力。为此日本采取一系列的措施对老年社会保障制度进行了大刀阔斧的改革,并取得了较好成效。中国已经进入了老龄社会,必须深化养老保险制度改革和医疗保险制度改革,积极完善社会养老服务体系,探索构建老年长期护理保障制度。
Since the 1990s, with the increasing of aging population, accelerating of low birth rate, slumping of economy, growing of elderly social security expenditure, and expanding of long-term care needs, the old age social security system has faced big pressure in Japan. So Japan adopted a series of measures to reform the elderly social security drastically and achieved good results. China has entered the aging society, so we must deepen the reform of the pension system and the health insurance system, improve the social service system actively, and explore the construction of elderly long-term care protection system.
