基于信任视角下的民办养老机构发展模式研究——以杭州市为例

The Development Model of Private Pension Institution from a Trust Perspective—— In the Case of Hangzhou City

在我国养老服务社会化进程中,民办养老机构由于各种限制性因素的存在,发展极其缓慢,其中社会对其缺乏信任感是重要原因。基于信任理论关于制度信任和人际信任类型的区分,就老年人对不同规模和类型养老机构的信任度进行比较分析。老年人对依托于政府的大型公办养老机构的信任感要高于民办养老机构;对于社区层面的小型民办、公办养老机构,老年人信任强度的差异不大。小型社区养老机构能够满足老年人对专业化养老和居家养老的心理需要,容易形成制度信任和人际信任的相互支撑。相对于公办社区照料中心在覆盖对象和服务内容方面的有限性,民办社区养老机构更有可能成为老年人社区养老的合适选择。

Private institution has developed very slowly during the process of pension services socialization and lacking of trust is the key factor. Based on the trust theory of difference between institution trust and interpersonal trust, the paper compares the level of trust with different scale and type of pension institution. The level of trust in the public pension institution is higher than that in the private and has less difference in the community level. Small community pension institution can meet the elderly demands for the professional and home-based services, and the mutual supporting of institution-based trust and interpersonal trust can be easily formed. Compare with the limitation of coverage and service in the public community, the private community pension institution could be a suitable choice.
