The paper analyzes the backgrounds, innovations and prospects about establishing a unified basic pension insurance system for urban and rural residents. The backgrounds are the needs of the reality and the feasibility of the institution. The authors put forward three innovation points in the paper. Firstly, deifne the problem of transferring different pension insurance, make the urban-rural dual structure collapse gradually and realize the equality between urban and rural areas. Secondly, alleviate the endowment burden of migrant workers. Thirdly, uniifed the policy standard and add new payment grades. The prospects include that setting a reasonable level on basic pension, coordinating the relationship among inspiration, security and mutual help as well as duly handling the difference among all kinds of terms for receiving different pensions.
