The General Research Report of Chinese Strategic for Dealing with Population Aging

"人口众多、结构老化"是谋划我国未来发展必须始终把握的新的基本国情。人口老龄化问题已经成为重大的经济问题,须及早在经济领域展开全方位的积极应对。能否处理好人口老龄化与社会和谐发展之间的关系,事关我国发展能否拥有一个稳定的社会环境和政治环境。人口老龄化持续冲击我国养老保障体系、医疗保障和服务体系、老龄服务体系建设,相关领域的改革亟须加快推进。人口老龄化给我国发展带来的挑战和机遇并存,我国应对人口老龄化的优势和劣势同在。实施中国特色的积极应对人口老龄化战略,需要树立科学的老龄观,坚持"发展、保障、健康、参与、和谐"的战略方针,积极推动经济社会发展适应人口老龄化的客观需要,着力构建"六大体系",推进六项重大政策举措创制。

'A large population, an aging structure' is the basic national conditions. China must face in the future. The problem of population aging has become a major economic issue, should be actively and early dealt with in the field of economy development from a full range of measures. The result that whether we can better deal with the relationship between population aging and social harmonious development, is related to whether China can have a stable social and political environment during the progress of development. The population aging continuously impacts the construction of the old-age security system, medical security and service system, and old-age service system, and the reform of the three fields above need to be accelerated. The population aging brings both challenges and opportunities to Chinese development, and China has both the advantages and disadvantages in response to the population aging. Implementing the Chinese characteristics strategy of dealing with the population aging positively, we must have a scientific concept of aging, adhere to the strategic principle of 'development, security, health, participation and harmony', actively promote the economic and social development to fit the objective need of the population aging, focus on building the 'Six Systems', and promote policy making of six areas.
