基于区域差异的居家养老服务政策制定研究

Research on Policy Making of the Home-Based Care Services Based on Regional Difference

我国各区域经济发展和社会文化状况存在很大差异,因此,在制定居家养老服务政策时应该因地制宜。选取与居家养老服务政策制定相关的14个指标,采用因子分析和聚类分析方法,将我国31个省、市、自治区(港澳台地区外)划分为四类区域;并基于区域差异,从财政投入力度和方向、民间资本引进、居家养老服务内容等方面,提出符合各区域特征的政策建议。

In China, the economic development and the social culture of each region are different from each other signiifcantly. We should adjust measures to local conditions when making policy of old-age care. This paper selects 14 indicators associated with home care policy, uses factor analysis and cluster analysis method, and divides 31 provinces, municipalities and autonomous regions (outside Hong Kong, Macao and Taiwan regions) into four areas. At last, policy suggestions suiting the regional characteristics are put forward based on the regional differences in terms of the amount and direction of ifnancial investment, the introduction of folk capital and the content of aging in place.
