老龄政策价值观的反思及其发展路径研究——基于养老文化的历史演变视角

在人类社会经济发展过程中,老年人的主体地位经历了"强权-弱权-增权"的演变过程;老龄政策价值观也经历了由消极老龄政策价值观到积极老龄政策价值观的转变。"老年无用论"是一种消极的老龄政策价值观;"老年资源论""老年权利论"是一种积极的老龄政策价值观。对老年人的社会角色进行重新定位,将老年人作为一种重要的社会资源,尊重老年人的社会经济参与权,是时代对老龄事业的要求。我们应当在积极老龄政策价值观的指导下,坚持健康老龄化,实现效益老龄化,切实维护老年人的社会参与权。

In the process of human social and economic development, the subject status of the elderly has experienced a weak right - loss of power - empowerment development course. Aging policy values also experienced historical evolution by negative aging policy view to positive aging policy view. “Old useless theory” is a negative aging policy value, “the elderly resources theory” and “the elderly rights theory” are positive views of aging policy. We reorient the social role of old people and consider them as important social resource, which is requirement of era for aging business to respect for the elderly social and economic participation rights. We should stand under the guidance of active aging policy concept, insist healthy aging, improve efficiency aging, and effectively maintain social participation rights of the elderly.
