打好“三大攻坚战”的理论阐释与推进路径——基于国家治理能力的视角

The Theoretical Explanation and Promotion Paths of Fighting the “Three Tough Battles”——From the Perspective of National Governance Capacity

新时代的经济运行和社会治理产生新变化,给国家治理提出新命题和新要求。在经济、社会、生态领域打好"三大攻坚战",既是当前我国经济社会发展面临的重大问题,也是党的十九大提出全面建成小康社会阶段的重大战略举措,直接决定着我国全面建成小康社会的水平和质量,因而对国家治理能力提出了更高的要求。这就需要从新时代国家治理能力的时代背景和具体挑战入手,在明晰防范化解重大风险、精准脱贫和污染防治的现实内涵和问题表现的基础上,从优化治理能力、完善运行机制出发,探究"三大攻坚战"中问题产生的根源,从而寻求基于国家治理能力现代化的打好"三大攻坚战"的推进路径。

New changes have taken place in the economic operation and social governance in the new era,and new propositions and requirements have been put forward for national governance.Fighting the'three tough battles'in the economic,social and ecological fields is the current major issue of economic and social development in China,as well as the major strategic measure to complete the building of a well-off society in an all-round way put forward in the 19 th National Congress of the Communist Party of China,and directly determines the level and quality of building a well-off society in all respects in our country and puts forward the higher requirements for national governance capacity.Therefore,it is of great necessity to start with the historical background and specific challenges of national governance capacity in the new era,on the basis of clarifying the realistic connotation and problems of preventing and defusing major risks,targeted poverty alleviation and pollution control,start from the optimization of governance capacity and perfecting the operating mechanism,so as to explore the root causes of the problems in the'three tough battles',and seek the feasible paths of fighting the'three tough battles'based on the modernization of national governance capacity.
