新形势下民营企业转型升级研究

The Research on Transformation and Upgrading of Private Enterprises under the New Situation

在国际市场贸易摩擦不断、国内经济下行压力进一步加大的新形势下,应该保持定力、增强信心,通过转型升级来促进民营企业的持续发展。当下,我国的民营企业转型升级仍然面临产权过于集中且缺乏流动性、融资约束明显且缺乏人才补给、政策支持力度不够且缺乏公平性等三重问题。通过借鉴美国、日本和德国促进中小企业转型升级的经验,建构了民营企业转型升级实现路径,即期内加强金融对民营企业服务以缓解其融资约束;短期内通过财税金融政策促进商业模式和产品的转型升级;中期内通过现代企业制度改革促进企业体制和管理模式的转型升级;长期内通过竞争政策和信息服务建设促进产业转型升级。

Under the new situation of anti-globalization in the international market,thought confusion in domestic reformation and further downward pressure on economic growth,we should maintain our determination,enhance our confidence and promote the sustainable development of private enterprises through transformation and upgrading.However,the upgrading and transformation of private firms still encounters the problems of property rights over-centralized&lack of liquidity,obvious financial constraints&lack of talent supply as well as policy support deficiency&lack of fairness.By learning from the experience of the United States,Japan and Germany in promoting the transformation and upgrading of SMEs,we propose the following development path to overcome the above problems and promote the smooth realization of transformation and upgrading of private enterprises.Firstly,promote the transformation and upgrading of business and product mode through fiscal and financial policies in short-term period.Secondly,promote the transformation and upgrading of enterprise system and management mode through modern enterprise institution reformation in middle-term period.Finally,promote industrial transformation and upgrading through competition policy and information service construction in the long run.
