摘要
通过PPP融资方式打通社会资本进入京津冀交通一体化建设的投资渠道,是京津冀交通一体化建设资金融通的重要改革。PPP融资在京津冀交通一体化建设中的优势主要有:私营资本的参与能够弥补政府财政的不足;私营部门的加入促使政府更新观念,带来更新的技术和管理经验;政府的风险大大降低。京津冀交通一体化采用PPP融资可能会出现的法律问题:跨行政区域政府行政壁垒问题,财政共同投资主体确认问题,合理确定风险分担机制问题。本文提出对策建议主要有:完善政府间协同管理机制;合理确定政府投资和回报;建立有效的风险识别及分担机制。
It is a major finance reform that through PPP financing to open up the investment channels for social capital of the construction transportation integration in Beijing-Tianjin-Hebei Area. The main advantages of PPP financing of construction transportation integration in Beijing-Tianjin-Hebei Area are as follows: The participation of private capital can make up the deficiency of government finance; The private sector's entry will prompt the government to renew ideas and bring about new technology and managerial experience; The government's risk will greatly reduce. But this reform maybe causes these important legal problems: the problem of how to cross the inter region government administrative barriers; the problem of how to confirm the financial coinvestors; the problem of how to share the reasonable risk. So this paper suggests to perfect the government cooperative management mechanism, reasonably determine the government investment and return and establish effective risk identification and sharing mechanism.
