本文就如何正确理解供给侧结构性改革进行了研究。本文认为,目前社会对于供给侧结构性改革存在一些误读,其根本原因在于"用老眼光看待新问题"。供给侧结构性改革作为引领经济发展新常态的国家战略,不但"供给侧""结构性"和"改革"三个词各有其独特含义,彼此之间也有深刻的逻辑关系。理解供给侧结构性改革,不仅仅要看到它是一项顶层设计,更要看到它是一项伟大的社会实践。在实践中,领导干部必须从目标维度、实践维度和信心维度三个方面来把握中央意图,以有效推进供给侧结构性改革。

This article is about how to understand the supply- front structural reform correctly. The main points of the article are the following. Firstly, there is some misunderstandings about the supply-side structural reform. It based on the viewing from an old perspective. Secondly, as a national strategy to guide China's economy developing in the new stage, each word——structural, reform and supply-side——means something special. At the same time, there is a close logical relationship among them. Finally, the supply-front structural reform should be viewed not only a top design but also a great social practice. To promote the structural reform on supply-side in practice effectively, the officials should grasp the central intention of the Central Committee from the goal dimension, the practice dimension and the confidence dimension.
