面临复杂多变的经济形势,中央审时度势地提出供给侧结构性改革,使得我国由过去粗放型的经济增长方式向技术立国的创新性轨道上转变。经济动力由过去资源消耗、劳动数量增加的要素数量增长,变为要素资源配置合理、创新驱动带动经济内生增长。经济动力的改变必然涉及多方利益,牵一发而动全身,由此国家需从宏观层面把握改革的基本原则和整体方向,使得经济动力的改变真正能够成为未来中国经济增长的新起点,再次创造"中国奇迹"。
