河北省县域新型城镇化发展路径探析——基于京津冀协同发展的研究视角

Analysis on the Development Path of New Type of Urbanization in Hebei's County——taking coordinated development of Beijing-Tianjin-Hebei region as the perspective

在京津冀协同发展上升至国家战略的背景下,京津冀城市群将是我国新型城镇化的示范区,它承载着探索全国城镇化改革新路的重任。要统筹区域发展,河北省的重点在城镇化,关键在县域城镇化。县域新型城镇化的发展必须转变发展方式,原有的片面追求速度规模的扩张式的传统道路已经不适应当前经济社会的发展,城镇化的驱动力也应步入有序、稳定、可持续的发展轨道,要避免无规划、无效率、无产业、无特色、无民生、无未来的城镇化,坚持以人为本,切实提高城镇化质量。

The coordinated development of Beijing-Tianjin-Hebei has been prompted to the level of national strategy. In that context, city clusters in Beijing, Tianjin and Hebei will be the model of new type of urbanization. And these city clusters carry the heavy responsibility of reforming national urbanization. Hebei province's key point is in urbanization especially in county urbanization to planning overall regional development. County urbanization's development method must be changed. The traditional expansion path which unilaterally focuses on speed and scope does not adapt to the current economic and social development. The dynamic of urbanization must be orderly, stable and sustainable. To effectively improve the quality of urbanization, we must stick to people-oriented and avoiding no planning, no efficiency, no industry, no characteristics, no people's livelihood and no future's urbanization.
