党的十八届五中全会在总结建设和改革历史经验的基础上,通过了"十三五"规划,致力于全面建成小康社会的战略目标,提出了协调的全新发展理念。协调,不仅强调宏观外在的量的均等,更加注重微观内部各组成部分的均衡发展,精髓是补齐内在的短板,提升整体效能。而全面建成小康,难点是全面,是如何实现各领域的协同、平衡、可持续的发展。为确保全面建成小康社会的战略目标如期实现,需要以协调的发展理念为指导,并将其贯穿到全面建成小康社会的各个方面。

The fifth Plenary Session of the 18 th CPC Central Committee which is based on summarizing historical experience of the party's construction and reform, formulated the'13th Five-Year'plan, committed to a comprehensive strategic goal to build a well-off society in an all-round way, put forward a new concept of development coordination. The coordination not only emphasizes the macro external equal amount, but also pays more attention to the balanced development of micro parts. The essence is filling the inner short board and improving the overall efficiency. But to build a well-off, the difficulty is comprehensive and how to realize the coordinated, balanced and sustainable development in various fields. In order to ensure the full completion of the strategic objective of building a well-off society on schedule, we need to coordinate development concept as a guide, and play it completely in building a well-off society in all aspects.
