大数据透视下的京津冀协同发展民生热点问题探究

From the Perspective of Big data: The Hot Topics of People's Well-being in the Coordinated Development of Beijing-Tianjin-Hebei

伴随互联网的快速发展,社交平台迅速崛起,传统媒体也纷纷"上线",为我们提供了观察社会热点问题的不同侧面,而大数据技术则为分析此类问题提供了新的方法。针对京津冀协同发展这一重要战略,民众更关注哪些民生问题?民众关注的热点话题与传统媒体的热点新闻是否一致?通过对新浪微博和百度指数平台的大数据挖掘,发现民众更关注生态文明、公共服务和发展范围这三类问题,而传统媒体的热点新闻则集中在产业发展和发展政策上。更进一步分析发现,民众关心的民生热点问题已不仅仅局限于福利待遇提升;而是体现出对京津冀整体性、外部性、全域性、前瞻性关注的特点,如雾霾治理、通信交通一体化、不同城市定位等。大数据时代的到来对政府的政策制定能力和舆情管理能力提出了新的要求,只有更迅速、更准确地识别民众真正关心的民生热点问题,才能更有针对性地制定重点政策、引导舆论、服务民众,实现发展目标。

With the rapid development of the Internet and the spreading of the social media platforms, the trend of traditional media gives the researchers a chance to observe the public hot issues in different sides. The big data technology provides us a new method to analyze such problems detail. According to the coordinated development of Beijing-Tianjin-Hebei strategy, which livelihood issues are been paid more attention to by the ordinary people? Are there any differences between the hot topics from the social media platform and the hot news from the traditional media? Based on sina weibo and baidu index, we use data mining technology to find out that ecological problems, public services, and the scope of the development are social media hot topics;while the hot news of traditional media focus on industry development and development policy. Further analysis found that people's concern of livelihood issues is not only confined on the welfare improvement, but also focuses on the external, whole mergence, forward-looking problems, like haze control, communications, transportation integration, and the developing goals of different cities. The big data era requires that the government has higher ability in policy-making and public opinion management by identifying the livelihood issues that people really care more quickly and accurately. Then the government will provide better services to people and realize the development goals.
