美国大气污染源管理经验与启示

介绍了美国新建污染源管理经验,指出了我国大气污染源管理存在的采用分阶段管理模式,不同环节污染源管控脱节,以单一质量标准作为评价标准,新污染源增量难以控制,缺少统一的管理平台,环境质量预测数值模拟难以开展等主要不足,提出了建立污染源条码识别制度、实施全生命周期管理,增加环境污染物增量评价标准、严控新污染源排放,建立国家污染源清单、提高环境影响预测质量的对策建议。

Introduce the America management experience of new pollution source and point out the main problems of atmospheric pollution source management in China, including that phase management mode, hardly control of the different links of pollution source, a single quality standards as evaluation standard, hardly control of a new source of pollution increment, the lack of a unified management platform, the numerical simulation of environmental quality is difficult to carry out. Some suggestions were put forward,including the establishment of pollution source of bar code recognition system, the implementation of the whole life cycle management, increasing environmental pollutants incremental evaluation standard, the strict control of new sources of pollution emissions, the establishment of a national inventory of pollution sources, the improvement of the quality of environmental impact prediction and so on.
