世界化学品管理概述

随着社会经济的快速发展,化学品种类、产量和用量也越来越多,化学品在给人类提供便利的同时,对人类健康和环境所造成的不良影响越来越引发全社会的关注。对国际组织化学品管理公约的发展历程进行回顾,对世界上几个发达国家的比较典型的化学品管理模式进行分析,同时对国内化学品环境管理法规体系建立历程进行对比,指出目前化学品管理的不足及未来重点发展方向。

With the rapid development of social economy, the amount of chemical species, production and usage of chemicals are more and more, providing convenience to human at the same time, chemicals caused by the adverse effects on human health and environment, increasingly aroused the attention of the whole society. Review the development course of the International Convention on the organization management of chemicals, compared to typical chemical management mode analysis of some developed countries in the world, and to make a conclusion to the regulatory environment management of domestic chemical system construction process, point out the current lack of chemicals management and key points of future development direction.
