Analysis on the Implementation Effect and Influencing Factors of Special Education Promotion Program(2014-2016) in 20 Provinces(Cities,Autonomous Regions)

摘要 《特殊教育提升计划(2014-2016年)》实施三年,取得了较好的效果。问卷调查和访谈发现,政策文本、普及水平、条件保障、教育教学质量、组织领导是影响提升计划实施效果的五大因素。要提高实施效果,需要在政策文本的普识度和指导性,特校的招生能力、非义务教育阶段的特殊教育,特殊教育经费投入、特校基础设施建设、医疗与康复服务、辅具配发、家庭资助,教师待遇、特教师资培养培训、课程教育改革,七部门的沟通合作等方面多下功夫。 The first special education promotion plan has implemented for three years. The effect is good. So,what factors can affect the implementation of the promotion plan,and how to further improve its effect? The results of questionnaire survey and interview find that policy text,popularization level,condition guarantee,education and teaching quality,organization and leadership are the five factors that affect the effect of promotion plan. To improve the implementation effect of the promotion plan,we need to work hard in the popularity and guidance of policy texts,admission ability of special education schools,special education in non-compulsory education,special education funding,infrastructure construction in special education school,medical and rehabilitation service of special students,auxiliary allotment,family support,teacher treatment,special education teacher training,curriculum and teaching reform,communication and cooperation between seven departments.
