我国职业教育国际化的系统结构探析

Analysis on the Systematic Structure of the Internationalization of Vocational Education in China

在"一带一路"倡议和构建人类命运共同体的时代背景下,以"中层规制"和"基层支撑"为主要构成元素的职业教育国际化系统结构,成为影响职业教育现代化建设的发展动因以及推动国家教育对外开放战略的重要力量。基层支撑层面,观念转向、历史契机和宏观统筹表征出国际化的现实基础,中层规制层面,需妥善处理"本土创新"与"向外借鉴"、各本土治理主体之间与利益相关国之间以及"规则适应"与"规则制定"等三重关系,以期在顶层设计层面探索出适应本国国情和现实诉求的中国特色职教品牌。

Under the background of the'Belt and Road Initiative'and the construction of a community of human destiny,the systematic structure of the vocational education internationalization,with the'middle-level regulation'and foundation support as its main elements,has become the driving force for the development of modernization of vocational education and the promotion of the strategy of opening education to the outside world.At the grass-roots level,the shiftof concept,historical opportunity and macro-coordination represent the realistic foundation of internationalization.At the middle level of regulation,it is necessary to properly handle the three-fold relationship between'local innovation'and'learning from the outside',local governance entities and stakeholders,and'rule adaptation'and'rule formulation'.And at the top-level design level,we can explore a vocational education brand with chinese characteristics,which adapts to the national comditions the realistic demands.
