The goal of the policy of'keeping basically the same sale'is to train skilled personnel urgently needed for economic construction through the diversion of student senior high schools,reflecting the value preference of policy makers in pursuit of instrumental rationality.It has legality in pursuit of educational efficiency and fairness in education.Therefore,although the policy is controversial,it will continue.The policy has basically achieved its objectives,but the current benefits are not high,and adjustments should be made in due course.
