《纲要》颁行以来我国学前教育政策的进展、成效与未来思考——基于政策体系建构的视角 被引量:10

China’s Preschool Education Policy Development,Achievements and Thinking since the "Outline" Enacted

摘要 《国家中长期教育改革与发展规划纲要(2010-2020年)》的颁布与我国学前教育政策的密集出台,保障了我国学前教育的快速发展。但当前我国学前教育政策还存在管理体制尚未深入涉及,不同部门政策之间的不协调,政策资源供给仍不充分等问题。根据当前我国学前教育政策的基础和学前教育发展目标,今后我国学前教育政策应以明确管理体制为核心,以学前教育公共服务体系建构为目标,进一步完善政策体系,促进不同系统部门协同,推进政策与政策资源的匹配。 The implementation of the'Outline'is very important for China’s pre-school education policy.After that,China’s pre-school education policies are introduced intensively,and the initial formation of the framework of the pre-school education policy is formed,which guarantees the rapid development of China’s preschool education in this period,and the preliminary outlines the development of preschool education in China blueprint.But due to many reasons in history and the reality,the management system has not been deeply involved,policies of different departments are not in accordance with each other,and the supply of policy resources is still not fully adequate.Based on the foundation of the current preschool education policy in our country and development of preschool education,the core policy of our country should be to establish management system for the construction of public service system in the future,to further improve the policy system,to promote the system coordination,different departments,and to promote policies and resources.
