Flood Control Strategy and Suggestion

洪水灾害是当今地球上最严重的灾害之一,人类与洪水做斗争中,虽抗洪的方法和方式都有所提高和改进,但洪水的灾害一旦发生,后果不堪设想,故应进行减灾战略的新探索。研究水利史的过程中,专家们提出了灾害双重属性的科学概念,认为在进一步提高防洪能力的过程中,人们应遵循自然规律,建立防洪减灾的保障体系。

Flood damage is one of the most severe damages in the world. During people's fight against the flood,the methods have been improved a lot; however,the consequences would be unthinkable if the flood happens. Therefore,new exploration on disaster reduction strategy shall be done. During the study on history of water conservancy,experts proposed the scientific concept of disaster dual attributes,which means during the process of further improvement of flood control capacity,people should follow natural law and build security system on flood control and disaster reduction.
