The closed operation of purchasing funds is an important reform in the grain circulation system. The market economy has impelled the agricultural development bank to readjust its credit principle from credit by policy to credit by selling and benefit . At present there exists the problem to be immediately solved: how does the agricultural development bank bring into play the function of financial policy and carry out the national purchasing-selling policy & the closed operation management policy so as to guard against the risk of credit funds? In the present article the author gives a brief discussion to the problem and its solutions.
