粮食问题始终是关系我国经济社会发展全局的重大问题。在建设社会主义新农村的新时期,在粮食供求关系不断变化的新形势下,确保国家粮食安全关键是建立粮食稳定增长的长效机制,着力提高粮食综合生产能力。历史经验证明,保护和提高粮食综合生产能力,促进粮食稳定增产,关系全局,意义重大。因此,通过系统分析我国粮食综合生产能力的现状、存在的问题,评价其影响因素和地区差异特征,探索保护和提高我国粮食综合生产能力的政策措施,以求建立适合我国国情的粮食综合生产能力保护机制。

The grain problem is always a serious issue of China’s economic and social development.In times of building a new socialist countryside and the constantly changing situation of grain’s supply and demand, it is essential to ensure the national grain security in order to establish a stable and long-term growth mechanism, and to improve the comprehensive grain productivity. It has been proved that improving the comprehensive grain production capacity is a matter of great significance. Therefore, in this paper, the authors analyze the current situation of the grain production capacity and existing problems in China, evaluate the influencing factors and regional differences and seek methods of protecting and enhancing production capacity of grains, in order to build a suitable grain production capacity mechanism for China
