互联网在给民众带来无限便利的同时也带来了难以规避的社会风险。"互联网+"时代的虚拟风险具有跨地域性、隐蔽性性、更强的扩散性与危害性等特点,对政府治理、社会秩序、公众道德与心理造成负面影响。因此,要从国际层面、国家与政府层面、组织与群体层面及个体层面建构虚拟社会风险多元共治的治理体系,提升互联网时代的社会安全。

The internet has brought infinite convenience to the people, and various social risks that are difficult to circumvent. The virtual social risks in the era of 'Internet +' are characterized by trans-regionality, concealment, greater diffusion and harm, and have a negative impact on governance, social order, public morality and social psychology. It is necessory to construct a multi-dimensional governance system in government level, organization and community level and individual level, in order to provide reference for virtual social risk management.
