Transforming the Conceptions About Government Functions to Adapt to the WTO Rules and International Conventions

界定了政府职能的内涵，指出了中国“入世”必须首先解决观念“入世”问题。阐述了转变政府观念，尽快适应WTO基本规则和国际惯例的具体措施。

This dissertation attempts definitions for the functions of the government and points out that a prerequisite for China's admittance into the WTO (World Trade Organization) is the conceptual transformation in accordance to the requirements of WTO. The author also elaborates on the concrete measures designed to transform the conceptions with regard to government functions and to adapt the government to the WTO rules and international conventions within the least possible time.
