随着人工智能应用场景的极速拓展,技术与政治的嵌合程度也在日益加深。由此,民生政治参与的算法进路开始成为一种现实。算法嵌入能够改进民生政治参与的局促样态,并构设民生政治参与的智能图景,实现参与议题的双向建构、参与限度的深刻突破、参与形式的智能便捷以及参与过程的持续交互。然而,算法偏见、算法规训和算法黑箱等内在限囿,极易导致技术越位的情形,进而在民生政治参与中衍生出公正性遗失、主体性剥离和合法性危机等风险。对此,应当采取防治并进的因应策略,从伦理跟进、技术突围和法律归化等入手,对介入民生政治参与中的智能算法展开系统治理,从而在最大限度地释放技术红利的同时规避风险,促进技术进步、政治文明和民生发展的深度融合,不断满足人民群众对美好生活的向往。

With the rapid expansion of artificial intelligence application scenarios,the degree of chimerism between technology and politics is also deepening,and the algorithm approach to optimize people’s political participation in the era of artificial intelligence has begun to become a reality.The algorithm embedding can improve the constraint of political participation of people’s livelihood,construct an intelligent picture of political participation of people’s livelihood for us,and realize two-way construction of participation issues,profound breakthrough of participation limit,intelligent and convenient participation form and continuous interaction of participation process.However,the inherent limitations such as algorithm bias,algorithm legal training and algorithm black box can easily lead to the situation of technical offside,and then in the political participation of people’s livelihood,the risks such as the loss of impartiality,the stripping of subjectivity and the crisis of legitimacy are derived.To this,we should take in hand to the prevention of coping strategies,from ethics to follow up and technical breakthrough and legal domestication ways to obtain,to intervene in the political participation of the people’s livelihood intelligent algorithm on system management,to maximize the release technology dividends at the same time avoid risk,to promote the development of technological progress,political civilization and people’s livelihood depth fusion,constantly meet people’s yearning for a better life.
