安徽省森林经营的经济效应评价——基于模糊综合评价法

Evaluation of Economic Effect of Forest Management in Anhui Province——Fuzzy Comprehensive Evaluation Method

2006年,安徽省进行了集体林权制度改革,明确了林区的经营主体和收益主体。确权到户后,森林经营的经济效应有待评价。建立森林经营经济效应的评价指标体系,利用层次分析法确定其权重,进而用模糊综合评价法及2006年~2012年的相关数据对安徽省森林经营的经济效益进行了评价。结果表明:集体林权制度改革后,2007年~2012年安徽省森林经营的经济效应处于优等水平,这说明了集体林权制度改革的正确性,应继续坚持完善。

Anhui Province carried out a reform of the system of rights for the collective forests in 2006 and the reform confirmed forest business entities and income subject.After confirming the rights to householders,what economic effect of forest management is like remaines to be assessed.The evaluation index system of the economic effect of forest management was established and the weight was determined by applying AHP.And then the fuzzy comprehensive evaluation method was adopted to analyze data from 2006 to 2012 of Anhui Province to valuate the economic benefits of forestry management.The results showed that,after forestry reform,the 2007-2012's economic effect of Anhui Province was at an excellent operating level,which reflected the correctness of the reform of collective forest right system,and achieved good results.So,insistence and improvement of the reform should be persisted.
